I don't see how anybody could come to the conclusion that Samsung would be using Valence or Hanil batteries. The PR says the Samsung phone will be on the market in May. Lev Dawson stated during the last CC that Hanil would not be on line until the end of the year, and he didn't seem very certain about that. That leaves Valence.

If the phone goes on the market in May, VLNC would have to be supplying batteries to Samsung now. It seems to be quite a stretch to assume VLNC is shipping batteries to an OEM without even announcing they have an OEM contract.
