What exactly are the attorneys general aiming for?

Are they trying to stop Win98 in all states, do they have that capability if the federal gov doesn't join them? Is it possible that they win a limited victory, where they stop Win98 only in their own 13 states? Then they'd have to deal with irate computer makers in their own states screaming that their competitors can get Win98 and they can't. Would be a rather interesting outcome, but I don't know if it's possible.
