MPEG

I regularly work at Sarnoff Labs on research projects and when I was working on early DSS is when Sarnoff refined this compression algorithm. It was not labelled MPEG until broadcasters formed the MPEG group in the early 90's to develop and document various standards for it. I think the government actually paid for the initial "MPEG" work in the 80's as Sarnoff Labs was essentially a government lab (and still is pretty much), so the invention I think is public.

The machine to first execute the algorithm (parallel C code) in real time is the parent of the Sarnoff Server used in the DIVA system today. The machine is extremely impressive. The Sarnoff Server was specifically developed for cheap IVoD delivery.
