No...the wafers will be headed to California for wafer level testing, initial silicon check-out, design verification, etc.

Intel's packaging facilities are located in Chandler, AZ (Engineering, small scale production), Penang (Malyasia), Manila (Philippines) and San Jose (Costa Rica).

ANAM (Korea) also does a lot of subcontract assembly for Intel - especially BGA packages used for their newer chip sets.
