Gersh, here's how you can pay tax in Germany:

You need a reasonable cause for living here - for you as US-citicen it's enough when your grandma studied in Heidelberg and you want learn to know the land of your ancients.

Take a home of a flat, whatever, go to the "Einwohnermeldeamt" and register.

After 6 month, you're obligated to pay tax.

That simple!

Seriously, you dont have to. Just need to be resident - however, its up to you if you feel the urge to spill it to IRS.
