I've got a theory about what's going on... the stock started moving on April 1 with the announcement about Phillips. None of us thought the news was all that big, but immediately the stock started moving, not in price but in volume.

I went back last night and checked, and for the month of April ATCO has traded just over 8 million shares and that's on only 11 million out there! If someone had some inside news (not pertaining to Phillips) and wanted to accumulate the stock without the rath from the SEC, why not start buying at the break of any news. Start accumulating, and when the SEC wants to know why this stock's been going crazy on no news, they say that they thought the Phillips announcement was big! They knew nothing of this other news that hadn't hit.
