In the straightforward logic of Wall Street, this does indeed make sense. I should know. I worked there for six years. Wall Street abides by a simple creed.

"Make money, and don't give me a lot of explanation how that's not possible."

It is true that securities firms often coordinate between divisions, but not always. Even so, the implied message should be telling you something. Winstar may be a good company. The may even succeed in becoming the next telecommunications giant. But given the current risk reward scenario, better to take the 11-12% coupon now.
