I think this is true. Take a look at:

ibm.net

It would not surprise me that people using IBM as an ISP can get better performance. You would ride IBM's private global network for much of the way, then move to commercial (public) circuits. In theory, you would have fewer 'hops' and fewer network logjams.

Hope this info helps. I used to use Compuserve and they had access numbers all over the world. I used one account but dialed into local numbers in Paris, France, and several cities in the US. Now I use a small, local ISP in Phoenix and don't have this capability.

re: IBM Global Network.

I don't know about the extra charges, but the connectivity is there. I was looking through the list of local phone connections yesterday and noticed that there were abou 6 or 7 connections in different cities in Holland where I lived for a time, and even a connection in Zagreb, Croatia. Unfortunately I was looking for one in the 310 area code for a friend in West L.A. and there were none.
