I would advise everyone to avoid the bottle on New Year's Eve 1999/2000. We had a terrifically funny incident in my state (Alaska) a few years ago that could be a portent of things to come...

All the jails all over the state are tied into the central state mainframe computer, and for some reason the systems programmers at the data center decided to upgrade to a new version of the operating system on New Year's Eve. Naturally, a bunch of things went wrong and the mainframe was down for 15 hours. All the holding tanks in all the jails all over the state filled up with DUI offenders, who could not be processed and released until late the next day because the computer was down!!!
