Also, I personally WOULD be surprised if there is any "reluctance" to disclose details of contracts with a foreign country. The news articles do not mention or imply any reluctance. If you want the SEC to bless your filings, and grant you a "promotion", I would think you would tell them anything they wanted to know. Heck, if I want to build a deck in my backyard, I gotta tell the Township what kind of nails I'm gonna use before they give me a permit! If there is indeed some form of "reluctance", it would not seem to be a good sign IMHO. If it is just a case of the SEC so far not getting cooperation from the Chinese, then that's not so unusual or too negative yet. But it remains a question....
