very useful advices and sites, I checked them all. As of your comments, I have a few more notes. I'm afraid this makes others bored.

" product has some patent protection..." - I'm not sure that it's solid. This was my former reference to liposomes.
" considered better than the product by VVUS" - And Viagra, if the stuff indeed works. In theory, this is topical and immediate, without systemic side effects (Viagra). I.e., this is conceptually superior.
" every one involved with this company has either been incompetent, or crook, in most cases both" - Typical of drug delivery companies. The technology does not require (a lot of) brain. Without people around with brains, they can't do drug development (which is hard). Moreover, they have no sound concepts on what to use the technology for (this is my reference to psoriasis). One can bet on luck, 1 out of 5 ideas may prevail. Here the approach and the medical target seems to be OK. I'm not sure about the rest.
" company completed its Phase I trials ...but FDA has yet to accept those trials". - This is pure BS. No FDA approval is required for Phase II and III (unlike for Phase I), unless there is a safety problem (been there, done that).
- As of the stock business, that looks pretty bad.
" have not seen another company that has been involved in more litigation" - what kind of damages, if any, did they generate and to whom?
Thanks again for the briefing and the thoughtful advice. I think I'll buy in Phase III. Worked for Viagra.
