Shares are issued to employees or outside firms for their services. Has nothing to do with the price of the stock. Accounting 101 states that if a company performed a $2000 service and the shares are trading at a nickel they should receive 40,000 shares or $2000 cash...since the company had no cash they give them stock. Now if this same service was performed today the company could either give them 8,000 shares or $2000 cash. The other members on that list were employees and the issue was part of the employees stock option plan.
