It is my understanding that if you don't have a margin agreement with your broker the shares in your account can't be borrowed for shorting. Is this correct?

Like I was saying earlier in another post one of the Presidents of another BB stock I own sent a letter urging the shareholders to request they're certificates from they're brokerage houses.

It seems some MM's have shorted this stock very badly and wants to increase the shareholder value.
However I won't have to worry about that because I am liquidating all my other stocks tomorrow morning and purchasing more DGIV and requesting my certificate at order time.
