Instead of calling it "limiting" access, they might offer "premium" access to the people who are more loyal to the portal. On one end of the spectrum, the occasional anonymous visitor gets the generic content. On the other end, a regular visitor who's told them his/her annual income, family size, shirt size, address, and so on will have the choice of either the generic content or special premium content tailored to the visitor's preferences.

It could be as simple as how SI used to be: you can't get the special privileges (posting) unless you are a member, but membership is free.

Makes sense because the anonymous visitor is worth less to the portal and to its advertisers, but the repeat visitor allows the portal to learn more about his/her buying/surfing habits, in turn allowing the portal to charge more to direct advertising toward them.
