So I called Fidelity, and no one had heard of Local Safe Keeping. They said to call back tomorrow morning and better information could be gotten.

The person I talked to reiterated that shares in a cash account, even if under street name, could not be shorted. I forgot to ask if when I got certificates it forced the amount to then be covered.

The good news for me was that if I get the actual paper, I could still make an immediate trade electronically if I needed to sell, and that the paper only needs to be delivered in three days.

P.S. Rico in reponse to your post -- I don't think anyone is questioning Byron's dedication here; it was becoming a little bit more of an issue of an eensie-weensie tiny little bit of Intolerance of divergent opinions when this calling for shares business came up earlier.
