IP Telephony is phoney. The only way to get a satisfactory phone call is if the path between the phones has massive overcapacity, so that the packets arrive on time. IP does not have any sense of timing or flow control, it just provides a 'best efforts' attempt at packet delivery.

The first IP voice customers get good service, but as the network 'fills up' to an economically attractive level (for the service supplier), the customer quality goes down.

The users of 'IP Telephony' networks don't really know whether the network between their phone and the callee's phone is IP or not. The successful network operators will probably use ATM to fully utilize their lines (voice for premium $$, data to keep the network full and pay the rent, video for a $$$ kicker down the road)
