Agreed and we are probably all somewhat guilty of that. As for Y2K, I think there is also a "hear no evil, see no evil" mentality in corporations and perhaps even more so in government agencies where workers see nothing to be gained career-wise by being the one to bring a multi-million dollar problem to the attention of management.
