After all gasification of coal is:

3C + H20 + 3/2O2 -> 2CO + H2 + CO2

And natural gas is:

CH4 + H2O -> CO + 3H2

Or, to complicate things more, your 1.0 ratio could
theoretically be 2 by altering the following equilibrium
with a sufficient change of temperature and pressure:

CO + H2O -> CO2 + H2"
