They could test buses but first you have to get the Chicago Transit Authority to lend them a FC bus and the Best Diesel powered bus for a week or so. Probably highly unlikely they would.

You forget that the CTA will get a commission on every FC bus sold.(up to some fixed $$$ amount) That, in combination with the good publicity they would doubtless get from the tree-huggers, are two excellent reasons why the CTA would likely, in my opinion, be quite happy to lend a pair of busses for a comparison test.
