Nope. They start trading on weird places like the pink sheets. You don't pay taxes until they're worthless. That's ZERO, not 1 dollar, not 1 cent.

In short, don't cover.

BTW, according to the strict interpetation of the rules, your broker should be paying you interest on the net total of your short holdings. They never do, of course, but who knows, you might want to point it out to him/her.
