FCC Warns TV: Set Rules On Digital Or We Will

ATLANTA (Reuters) - Federal regulators warned cable and network television to reach agreement soon on the introduction
of digital signals -- or the FCC will do it for them, Federal Communications Commission chairman William Kennard said.

"Fundamentally, I think that it would be a mistake not to let the industries try to work these compromises out," Kennard said
in a speech at the National Cable Television Association conference here.

But Kennard urged the two industries to accelerate negotiations. If no compromise is reached, the FCC will craft digital
"must-carry" rules on its own. Those must-carry rules would spell out how cable operators would accommodate digital
programming.

"We are going to give you a period of time to try and work these issues out, but we've all got to recognize that the clock is
ticking," Kennard said. "Please get back to us soon," he added.
