The Postal Service is taking a hard look at outsourcing, Runyon pointed out. "The private sector can do some things better and cheaper," he said. "We have to find them, cash in on them, and use the savings to keep stamp prices low and competitive so we can win back business."

In efforts to raise revenues, not postage rates, Runyon said "nearly 50" marketing initiatives are underway to bring in $6 billion in new revenues between now and the year 2000, ranging from value-added features like tracking and tracing to forward-looking new services like electronic money orders and postmarks for e-mail.

"There's simply no way we can go toe-to-toe with our competitors under current laws," he stressed, citing as evidence "mountains of paperwork" and "months of effort to change prices and introduce new products." He noted that a draft postal legislative proposal is "close at hand."
