That's not right, MSFT owns 90% of the PC OS market. they have less than 30% share of the midrange market (dominated by UNIX) and NONE of the mainframe OS market (Dominated by MVS with much more than 90% share). MSFT also has almost no presence in the embedded systems market, although that's where CE is supposed to go.
Don't believe all of this Scott / Barksdale hype, there are lots of other OS vendors making big money. MSFT only made it into the top 3 in OS revenue in the last year. This is much more like the DOJ telling Honda that they can't sell tires or batteries with their cars while letting GM, Ford and Chrysler do whatever they want.
The DOJ position is self-serving, it would be like saying that Sun has 100% of the Solaris market. Look at OS revenue for the industry, share by segment, or any of several other measures of market dominance. MSFT is king in their sector but it's a big world.

Another way to look at it is when you sell a car, you better not also own the highways and toll booths and only allow your cars through it. (integration of OS/applications)

Or when you sell a car, you better not keep changing the wheel diameters so that other tires won't fit as well. (hidden APIs)

Or when you sell a car, you better allow people to change the tires if they want to. (allow removal of IE)
