Yes, basically Zen is extending the trick of multi-speed. The heads pick up twice the data each time and the controller will reorganize the data. The design is expensive but effectively double the sustained DTR. Notice that Zen admitted that the technology has minimal effect on real life CD-ROM usage but the technology is designed to be useful in DVD products. The 40X speed CD-ROM is just a real-life feasibility test of the technology. I won't expect it will have any impact on current CD-ROM product due to the high production cost and no noticable performance benefit.

No, it won't lead to HDD performance unless they solved the access time constraint. The performance gain is real but not noticeable in real life operation.
