NOBODY using win3.1 will upgrade to win98 for that same reason, they
CAN'T.

They'll buy a computer with WIN98 and bypass win95 and the upgrade.

If your win95 is doing the job, forget about UPGRADE, it's more than
just the OS upgrade. It includes ANYTHING else on that computer
that may not work.

Then, MSFT's target customers are more affluent and money is of
no problemo.
