Hi Christine, It shows that the system is working if the whistleblower got his attention. He is still not satisfied even though federal inspectors have said improvements have been made. You seem to not even consider that the whistleblower may be wrong here.

The reason that it is hard to find the dirtiest and cleanest nuclear plant in France is that, unlike the U.S., all 56 of them are the same. When they found a design that was safe and efficient, they copied it. Gee, what a clever idea. It's a shame that we can't think like that instead of starting over on almost every plant that we built. And the irony is that they bought the Westinghouse high pressure water that was invented here, and we didn't. They also reprocess their fuel, which greatly reduces the disposal problem. Try to put your preconceived ideas about nuclear power on hold for about an hour, and read this link. It is full of information, both pro and con.
