Mike, I agree that the proactive or discretionary money has to act first. I was only addressing the assumption that Joe and Jane Sixpack only have one place to put retirement money - into the stock market. They probably won't be proactive, I agree, but with participation at such high levels, it seems obvious to me that one should not count on the same flow of fuel to the fire. One day, Joe and Jane will be looking at their 401-k plans, asking "which one guarantees that I won't lose any money?"
