I have met Larry Ellison on a number of occasions and once spent about 45 minutes talking with him while we were waiting to appear in an event. In person he is a very engaging and charismatic guy, witty and knowledgeable. As far as I can tell, Larry regards his contest against Microsoft the same way he would regard a yacht race or a tennis match. Nothing really against the other guy but the goal is beat him, right? Setting increasingly difficult personal goals is how Larry has fun. He is not very interested in the day to day mechanics, that's Ray Lane's job. I don't really think Larry is jealous of Gates, but I do think he sees Gates as one of the few worthwhile adversaries in the business.
