I don't understand at all why you think only Germans can buy warrants etc. in Frankfurt. Citizenship or location of the buyer have absolutely nothing to do with it. Did your broker use this as an excuse for why he can't arrange the purchase for you?

I think that you can likely buy them through a US full-service broker.
I have spoken to a representative from my broker, who assures me that I can buy anything, anywhere. However, I am in an off-shore jurisdiction and as a rule can do a lot more than those on-shore.
It is worth a call for you. I am still looking at the details.
