You are correct. The FAT-32 version of Win95 was 'OEM only' (i.e. could only be sold by the manufacturer with a new machine) and is known as OSR2, it had a few of the features / fixes later enhanced with Win98. I use OSR2 on my laptop as it has better plug-and-play support. Win95 in a store or mail order still comes with 16 bit FAT.
