In real terms Allen is hardly a MSFT insider (except in the personal sense), he has not been involved in company business in 15 years. Maybe he actually wants to use that money to do something fun. If Gates or Ballmer sold a billion or two I would be more interested.

If you would like to know what Paul Allen does with his money here's his website. It's not that he doesn't have faith in MSFT, he's taken off in a different direction.
