Joe,
Your clip is written from the "JAPAN" perspective. So these figures are based on what JAPAN is producing. Not the USA. Judging from the figures, this is the only thing that makes sense. If not, then I'm really confused too!

Do you have an address so we can review the entire article or figure out from who's perspective it is written from.
