Good site. I've also tried to find the full text of the "Penny Stock Reform Act of 1990", but so far have only found references to it. Have you by chance seen this on the internet?

Hey al, look at this:

1.It shall be unlawful for any broker or dealer which is either a person other than a natural person or a natural person not associated with a broker or dealer which is a person other than a natural person.............

This is from the 1934 securities act link you provided. I don't know if my broker is natural person or a person other than a natural person.
Do you think this is proof that the government knows there are aliens and some of them are brokers??? LOL
