Jim,
You're getting technology (CMOS) confused with architecture (PowerPC).
The mainframe guys are using CMOS, but they still have to design their
own chipsets for 360 instructions. The software bill for porting
MVS,VM and apps to PowerPC would be kinda high. Like probably Y2K
problem proportions, so the hardware guys are still, and will continue
to design processors that execute native 360 ops.
