Chip,

I thought kleptocracy was a direct derivative from the term "politician". (perhaps more as a synonym).

In the words of H.L. Mencken:

"A good politician is quite as unthinkable as an honest burglar."

I can't take credit for 'kleptocracy'. I saw someone else use it to describe the current situation in Russia. Works for a lot of places ;)
Makes me very thankful to be living in the the US. The biggest impediment to economic growth in much of the world is a reliable and consistent legal system.
