I have experienced some slowness at that time around (12-1:00pm), but am not too much affected since I am not a day-trader. I don't know if you can trade on international exchanges (other than US) using greenline, but I know HSBC's discount brokerage does offer that service if you are looking for it (the commissions on those are not 'discount' though).

I am a non-resident trader with Greenline also. Revenue Canada judges any investor a 'resident' if he/she has spent more than 183 days in Canada. If so, then the same procedure/rules apply as a citizen/resident. If not, then I am not too sure what happens (I am usually in Canada most of the time). Hope this helps.
