Yes it has tried to go lower to equilibrate labor and capital markets
including real estate imbalances but government officials have
consistently intervened with "price controls" through postal savings
injections and other artificial devices.

Whether it breaks down through 14,000 I don't know...but I wouldn't
be surprised. The resulting test of financial and banking solvency
would probably be good in the long term for Japan and might even
beneficially result in some bureaucrats losing their jobs.

Personally I'd wait a while longer before committing equity funds
to the Far East including Japan.
