Journalistic Incompetence

From The Washington Post..May 6, 1998:
washingtonpost.com

"We in the press have not taken this seriously. In my ineptness, I have plenty of company: the New York Times, the Wall Street Journal, The Washington Post (until recent weeks), Time, Newsweek and Business Week, just to mention a few news giants. Despite occasional stories, we haven't portrayed this as a truly threatening development that may not be "fixed" on time. Our failure amplifies the larger lapses of political leaders."

[SUPPLY-CHAIN] Good description of supply chain effects
...
'(The chain can involve the coal-based electric power plant, the
transmission and distribution network, the power grid which
depends upon telecommunications, the railroads and their
embedded systems on the train, switches and signals as well
as their application software, for all of the railroad lines that
have to be traveled over from source to destination, the coal
mining companies and their embedded systems and software,
the petroleum companies that supply the diesel to the trains
and who might be dependent upon oil tankers with their
embedded systems and software, the shipping ports both here
and in the OPEC countries, the oil rigs at sea if they are in the
loop, oil wells in the OPEC country, oil refineries, and all of the
electric utilities that supply the electricity to the electronic
switches and signals that the trains rely upon from their source
of coal to Minnesota. If the coal is from Wyoming, where a lot
of the coal comes from, that means a lot of utility service areas
in that railroad route.)

***Will the "FALSE END OF FILE" Y2K problem strike this summer?

Can anyone state with authority whether or not this problem will cause serious visible disruptions starting this summer?

*Many old systems use "99" to identify EOF (end of file)
*When "99" begins to be entered, computers will think the actual data is the end of the file.
*SSA and IRS systems supposedly have some systems with this problem.
*Fiscal year turnover for 46 states is July 1, 1998, hence this will be the first day of "1999" for most states.

Will this problem cause a noticeable problem with the databases of state governments?

All opinions welcome!!
