DKR: A form 144 is an intent to sell form. I believe the filer has a 90 day window after filing the Form 144 to sell, or they have to refile the 144 if they still want to sell.

If the filer of the Form 144 is not a company officer, they don't have to file the Form 4 reporting the actual sale. Therefore, there is a good chance those shares were, in fact, sold.

As you suggested, much of those sales may have been related to ex-officers selling their shares to raise the money to exercise options. When VLNC files their annual report, we should find out the extent to which these options were exercised.
