AG stuck to his theme of (imo) laying the groundwork to extend Fed controls on international banking, as they have gone outside the borders of US influence.. siting Asian problems, general explanation, I didn't hear any comments on interest rates or margin. My assumption is because the borrowing burden is less, there's no reason to raise rates... indeed with fewer govt instruments to chase bonds should move faster.
