"Nasdaq's parent group, the National Association of Securities Dealers, is moving to tighten requirements on the OTC-Bulletin Board as well as Nasdaq. The new bulletin-board standards, which have yet to be approved by the SEC, could force as many as half the 6,800 companies listed on this network onto the privately owned Pink Sheets. Under the plan, all Bulletin Board companies would have to register with federal regulators and submit to the SEC's disclosure and accounting requirements."

Note that in the link Allen posted, there is to be a 6 - 12 month phase-in period following SEC approval of the rule.
