Karl,
Perhaps the port issue could be addressed through the DOT,mainly the U.S. Coast Guard. Safety is paramount to these folks and they are very thorough with follow up. Pollution is one of their main concerns and as we all know,embedded chips probably will not adjust for the tide table.
