I would have to disagree with you ....the Europeans do absolutely dislike central governments...the states have a far more independency from the central government than in the U.S........ at least in Germany Scandinavia..except Sweden, Switzerland is the absolut best example of decentralized government....the distaste of europeans being monitored is already on the edge of paranoia... the laws for protecting strict privacy are very profound...monitoring is absolutly illigal in (what was formerly called western Europe...) the laws of "protection of datas" are very tight and strict....
