Interesting post the nut of the proposal being in these words:
"Note that this isn't all that onerous for Microsoft: if they're going to use those calls,
it's much to their own advantage that they be properly documented. By making sure that their
application programmers understand this requirement, they help their technical-support and
interface people. "

Now suppose some other guy comes up with a better way to make "the call or create a software interface" then MSFT is going to be accused of giving the third party folks a head fake and leading them down the path to ruin. Why not leave everything alone and let the next guy with a better idea come along and knock MSFT off the perch. MSFT did to DR and IBM why can't someone do it to MSFT. Look at Linux as a competitor to MSFT NT giving away the code with the hope of penetrating the enterprise market. The day may come when they might be the new MSFT- these things take time and perserverance and these are the commodities which MSFT used to get where they are today.
