telecom companies finding it extremely difficult to get replacement
software and hardware,
assessment time for complex AF systems taking far too long to accomplish
all federal government agencies in dire straits
state governments very slow to awaken
city/county governments still asleep
synchronizing of change over to remediated code between communicating
organizations not properly scheduled
little awareness in foreign countries
competition of "Euro" conversion thrust
total absence of leadership from Clinton and Gore
contingency planning stalled or impossible because there is no visible
basis for contingency planning
software developers thinking of nothing but planning for survival
(rightfully so, as they see no possibility of a successful outcome, but
nevertheless becoming more and more of a morale problem)
people at all intellectual levels, from scientists and skilled programmers
to factory workers -- still completely oblivious
no central planning and direction to focus our resources where they will do
the most good
probable inadequate contribution to this month's G8 conference in
Birmingham, England
nuclear and conventional power plant databases _not shared between all 108
nuclear reactors and 9,000 electric utilities

no central authority to manage mitigation of power grid
Oil supply problem as influenced by embedded system problems and potential
for international chaos remains largely undefined.
there are THOUSANDS of helpful TECHNICAL things the government could do and
most of them are not being done.

Roger, I wrote a Westergaard column about this phenomena back in December, I
believe. Go to the www.y2ktimebomb.com and take a look. The short story is
that power companies are unloading their turkeys (read: non-moneymakers) due
to deregulation. My guess is that no Y2K efforts have been made on any of
these plants, and that may factor into the economic decision to unload the
plants (the cost of making them Y2K 'ready').

Individual state Public Utility Commissions have to approve such sale. FWIW,
my recommendation has been to make any sales contingent on, at a minimum, Y2K
disclosure to the buying company, all the way to requiring that these plants
be made compliant *prior* to consumating the sale.
