I would not under estimate the pockets of Hyundai or LG, Samsung is hurting with the AST cash drain, and has a larger electronics portion to their overall mix of businesses which is not helping right now.
Hyundai has been selling off non-profitable companies in the US and companies that can provide cash like the Symbios deal. LG I remember reading has over 95 companies ~, and probably will sell off some of these to generate capital to fund these expansions.
The expansion has also changed from building a new Fab each year to shrinks increasing yields and improve existing Fabs a much cheaper proposition.
I would not give this article much credit.

Larry,
At least Samsung is already at .25um in Korea and is transferring
this same process to their Austin plant, there 64meg SDRAM with this
process has >450 possible die per wafer. Hyundai is currently at .28um
for there 64meg SDRAM moving to .22um by the end of this year, no
information on LG.
