I'm not sure if you got the "trick" with teledesic.

They must provide their infrastructure worldwide (in contrary to "staying" satelites) - they cannot offer for USA, Europe and so on ALONE.

Here comes the nice: As Gates wrote in his "The Way Ahead", they will offer their services "unfair" - that means, every region must not pay what it cost, but what they can afford.

This - so Gates - means, that in underdeveloped regions the service will be available very cheap, perhaps even for free. (it's good for image...)

This was my point.
