John, the refinery bottoms from the vacuum crude stills and the
catalytic cracking units are disposed of in several ways. In
order of volume; (1) coking - which creates petroleum coke and
light products, (2) blending - to make No. 6 heavy fuel oil used
in ships and land installations like power plants, (3)
resid hydrocracking - a high pressure, very expensive cracking
process with hydrogen which makes high quality lighter products.

There is plenty of capacity in place to utilize the low valued refinery products so there is generally not an incentive to make capital expenditures for a marginal improvement. Refining has been
a poor investment for the past 50 years so oil companies
would rather spend their monies on exploration and production.
