San Bernardino, CA - San Bernardino County sheriff's deputies arrested Franklin Glenn Odell, 53,
of Irvine, as part of a continuing investigation conducted by the District Attorney, the Sheriff, and the
Riverside FBI office into the activities of Waste Management Inc., a $16 billion trash-hauling
corporation.

The investigation centers on the proposed Rail Cycle project in the Cadiz-Amboy area. Rail Cycle
is a proposed "mega-trash dump" that Waste Management wants to locate in Cadiz. The Sheriff's
Department has led a comprehensive investigation into the Rail Cycle project since October 1996. The
investigation resulted in the seizure of some 30,000 documents from the corporate headquarters of
Waste Management, Inc. in March 1997.

Odell, charged on May 11, by the San Bernardino County District Attorney, with conspiring with
convicted felon Joseph Lauricella to wiretap the telephone lines of the Cadiz Land Co., an opponent of
the Rail Cycle project, faces some 30 felony counts arising from the conspiracy, including grand theft,
theft of telephone services, and possession of stolen computer property. Bail has been set at $500,000.

Lauricella is currently in custody in Santa Clara County, California, on unrelated drug and grand
theft charges. Deputy District Attorney Grover Merritt, the prosecutor in the Waste Management
case, anticipates that Lauricella will be available to county authorities after June 2, 1998.

Review of the nearly 28,000 documents released by the court after rejecting various legal claims
made by Waste Management, Inc., will determine whether further prosecution will result in this case.
Merritt notes that the most important papers seized from corporate headquarters are currently beyond
his reach, as they remain under court seal and continue to be the subject of litigation in the local Court
of Appeal.

San Bernardino County District Attorney Dennis L. Stout noted that the pending investigation is
another step in his continuing emphasis on white collar crime within the county borders. "This case
represents the initial filing in an extraordinary on-going investigation that the FBI, the Sheriff, and the
District Attorney's office is conducting. These charges represent the first of several phases of further
criminal charges which may be filed."
