Headroom? How about a Cathedral ceiling! Well at least according to the following:

"At the show Intel is showing a 650Mhz Pentium 2. Yep, you read that right. Using a Kryotech cooler on the chip, Intel has overclocked this sucker all the way up. To also improve the chip, they specially selected the chip (one of about 10 or so they put together) using the wafer sweet spot to get a higher quality chip. They then also burned away parasitic elements off the top later of the chip before placing it inside a P2 cartridge and firing it up.
What this chip shows us is that the P2 architecture still has quite a lot of headroom to grow into. What it shows Intel is a baseline performance level to compare against as they eventually gear up to produce and improve chips to run at 650Mhz ratings."
